President Benigno S. Aquino III delivers his speech during the 2011 Lupong Tagapamayapa Incentives Awards at the Heroes Hall of the Malacañan Palace on Wednesday (December 07). The “lupon” has increasingly assumed a major role which goes beyond the basic of settling disputes giving priority to peace and harmony in the community. The Lupong Tagapamayapa Incentives Awards was established pursuant to Executive Order No. 394, s. 1997, in recognition of the Lupon Tagapamayapa’s contributions in the promotion of Katarungang Pambarangay (KP) objectives.

Barangay Adlaon lupon’s first entry in the 2009 LTIA competition, as one of the top three national finalists in the HUC Category, it paved the way for its being declared as 2nd Runner-Up. Dr. Destura, an infectious disease physician and molecular biologist who used to work in the United States returned to the country hoping to lure back Filipino scientists abroad through his own work on diagnostic technologies. Realizing that research in laboratories are not useful unless it benefit his countrymen, he focused his research on the two dreaded diseases that are prevalent in the Philippines – dengue and tuberculosis.
