How to apply for the Housing Program of the AFP and PNP
Barely a month into the new administration, a program to provide affordable housing was being devised and was to become a flagship housing program, initially to benefit members of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP). On the 25th Anniversary of the EDSA People Power Revolution this year, the President announced that 20,000 housing units will be built for military and police personnel.

The President issued Administrative Order 9, 11 April 2011 that directs the NHA to formulate, implement and manage housing projects for 20,000 military and police personnel; while the Department of Budget and Management (DBM) was tasked to give priority attention to fund the Php4.29 billion housing program; and the Home Development Mutual Fund or PAG-IBIG to prioritize financial aid to the beneficiaries through a "special loan window" scheme..

The program was to become part of the National Housing Authority’s Socialized Housing Program through the Community Initiative Approach to housing development. The President stressed that these housing projects should be accessible and affordable. The program will approximate the beneficiaries’ housing allowance to the monthly amortizations. Payments for the amortization were spread to a 30 year period

Barely after two months from groundbreaking rites, President Aquino; with Vice President and Housing and Urban Development Coordinating Council (HUDCC) Chairman, Jejomar C. Binay; Defense Secretary Voltaire T. Gazmin; and NHA General Manager Atty. Chito M. Cruz distributed last July 15 Certificates of Entitlement to Lot Allocation (CELAs) for 4,000 housing units and 900 door keys in Barangay Batia, Bocaue Hills in Bulacan and the Lake Breeze Residences housing project in Barangay Looc, Calamba City. Other housing projects are on its development or construction stages, including areas in the Visayas and Mindanao which will receive its set of grantees by 2012.

Locations and accommodations

Initially, six pilot housing sites were selected near the National Capital Region – in Bulacan, Cavite and Rizal provinces. One site is in Bocaue, Bulacan; Montalban, Rizal; Trece Martirez and General Trias in Cavite City; and Biñan & Calamba in Laguna.

In terms of accessibility, the housing sites average 29 kilometers (18 miles) from the center of the National Capital Region. The housing projects are near major road arteries and close to churches, schools, markets and other centers of business.

There are two types of houses being offered (subject to location). The basic is a 22 square meter (sqm.) Standard Model House within a 36 sqm. lot with a total amount of PhP140,000.00. The second is an 18 sqm. (expandable to 25 sqm) Loft type House within a 40 sqm. lot with a total amount of PhP173,000.00. Both types of packages are already less PhP 35,000.00 worth of government subsidies.

For the first 5 years, total monthly amortization was pegged at PhP200..00 and will increase to PhP1,307.00 for the Standard Model and PhP1,419.00 for the Loft Type House.

How to apply
Those interested to avail can directly apply with the National Housing Authority at Elliptical Road, Diliman, 1100, Quezon City or at the Project office for every location site. Applicants are required to fill-up an application and submit the following documents:

1. Sworn Application Form

2. Proof of income for employed applicants (any of the following)

• Employer’s Certificate of Compensation (Original)
• BIR Certified Income Tax Return (Original and photocopy)

3. Proof of Identity/Civil Status

• For Single
a. Birth Certificate – Civil Registry or NSO (Certified copy & photocopy)
b. Any government issued ID

• For Married Applicants:
a. Marriage Certificate – Civil Registry or NSO (Certified copy & photocopy)
b. Any government issued ID
c. Affidavit of Separation-in-fact – For applicants not legally separated or annulled (Original)
